原文の「〜も考える必要がある」をまとめるときに使います。英作文では、反対意見に触れたあと「それでも〜を考慮すべきだ」と主張をつなぐ場面で有効です。
ポイント: 目的語が短いときは take X into account、長いときは take into account X の語順にします。

1. 要約での Before / After：「〜も考えなければならない」を1語の動詞句にまとめる
英検準1級の要約問題では、原文が「AだけでなくBのことも考える必要がある」と、条件や事情を後から付け足す書き方をよくします。これを think about のまま写すと、原文の言い回しをなぞっただけに見えます。take into account に置き換えると、「判断の材料に入れる」という意味がはっきりし、語彙の幅も示せます。
例1：原文（2文）
When cities plan new bus routes, they usually think about how many people will use them. However, they should also think about the people who live far from stations and cannot drive.
要約
Cities planning bus routes should take into account not only expected demand but also residents who lack other means of transport.
原文は2文で約35語ですが、要約は1文に収まります。think about を2回くり返す代わりに take into account を1回使い、not only A but also B で「考慮すべき2つの要素」を並べているのがポイントです。people who live far from stations and cannot drive を residents who lack other means of transport と抽象化しているところも、言い換えの評価につながります。
例2：原文（3文）
Some schools decided to start classes later in the morning. The decision was based on test scores. But the schools did not think about the fact that many parents have to leave for work early.
要約
Although some schools delayed their start times based on test results, they failed to take parents’ working hours into account.
こちらは目的語 parents’ working hours が短めなので、take X into account の語順にしています。did not think about を failed to take ... into account とすると、「見落とした」という批判的なニュアンスまで1語で伝わります。要約は「内容・構成・語彙・文法」の4観点で採点されますが、このように原文と違う語で同じ内容を言えると、語彙の観点で評価されやすくなります。
2. 英作文（意見論述）での使い方：反論を認めつつ主張を通す
意見論述で take into account が最も効くのは、「判断するときに何を重視すべきか」を述べる場面です。序論・理由・結論のそれぞれで、次の型が使えます。
序論の型：主張 ＋ 考慮すべき要素
I believe that the government should raise the minimum wage, but it must take into account the burden on small businesses.
主張だけでなく「条件つきで賛成」という立場を示せるので、一方的な印象を避けられます。ただし、序論で条件を付けすぎると立場がぼやけるので、条件は1つに絞ります。
理由の型：相手が見落としている点を指摘する
Those who support the plan often fail to take into account the long-term cost of maintaining the new facilities.
fail to take into account は「〜を考慮していない」と相手の弱点を突く言い方で、反対意見を述べる段落の書き出しに向いています。
結論の型：When/If 節で判断基準をまとめる
When all of these factors are taken into account, it is clear that remote work benefits both employees and companies.
受動態 be taken into account を使うと、結論で「以上を踏まえると」と議論をまとめる働きになります。factor と組み合わせると、準1級らしい硬さのある結論文になります。
3. consider / take into consideration / allow for との違い
どれも「考慮する」と訳せますが、使える場面と文法が少しずつ違います。

consider は「転職を検討する（consider changing jobs）」のように、行動を選択肢として考える意味でも使えますが、take into account にはその用法がありません。take into account changing jobs → consider changing jobs です。一方、allow for は allow for delays caused by bad weather のように「あらかじめ余裕を見ておく」場面に限られます。同じ文章の中で考慮を何度も述べるときは、take into account と take into consideration を交互に使うと単調さを避けられます。観点を整理して並べるなら in terms of も合わせて覚えておくと便利です。
4. 日本人が間違えやすい点
(1) 代名詞を後ろに置いてしまう
We should take into account it. → We should take it into account.
目的語が it や them のような代名詞のときは、必ず take と into の間に入れます。長い名詞句は後ろへ、代名詞は間へ、と覚えておくと迷いません。
(2) 受動態で into account を落とす
The cost was not taken. → The cost was not taken into account.
受動態にすると into account が文末に残ります。書いている途中で忘れやすいので、見直しのときに確認します。
(3) that 節を直接続ける
We must take into account that prices are rising. → We must take into account the fact that prices are rising.
take into account の後ろに that 節を直接置く形も実際には見られますが、試験の英文では the fact that を挟むほうが安全で、文の構造も読み手に伝わりやすくなります。
5. 練習問題
問1（語順）
次の文の空所に it を入れて、正しい語順に並べ替えてください。The report mentions rising rents, but the city council did not take ___ ___ ___.
答えと解説
正解は did not take it into account です。代名詞の it は take と into の間に置きます。take into account it は誤りです。
問2（言い換え）
下線部を take into account を使って書き換えてください。Many companies introduced four-day weeks, but they did not think about how customers would be affected.
答えと解説
解答例は Many companies introduced four-day weeks without taking into account the effect on their customers. です。how customers would be affected を the effect on their customers と名詞句にすると、take into account の目的語として自然に収まります。without taking into account は「考慮せずに」と批判を含む要約によく合います。影響を表す表現は have an impact on も参考にしてください。
