1. 要約での Before / After：affect を「形容詞で強弱を付けた影響」に変える
原文の因果関係は、affect や change のような短い動詞で書かれていることがほとんどです。要約で同じ動詞を使うと、原文をそのまま写した印象になります。have an impact on に変えると、impact の前に形容詞を置いて「どんな影響か」まで1語で示せるのが強みです。

Many young people now work from home. This has changed small shops near train stations a lot, because fewer commuters stop to buy coffee or lunch.

The town built a large shopping mall. Since then, the old shopping street has lost many customers. Some shops have closed.
要約
The opening of a large shopping mall had a negative impact on the town’s traditional shopping street, forcing some shops to close.
原文は出来事を時系列で3文に分けていますが、要約では「原因 → 影響 → 結果」を1文にしています。has lost many customers という具体的な描写を a negative impact と抽象化し、結果を分詞構文 forcing ... で付け足しています。因果の結果をさらに述べたいときは result in も使えます。
2. 英作文（意見論述）での使い方：主張の根拠を「影響」で語る
意見論述の理由は、「XはYに良い（悪い）影響を与える」という形に落とし込むと書きやすくなります。have an impact on はその骨組みそのものです。
序論の型：主張 ＋ 影響の方向
I believe that the spread of online shopping has a negative impact on local communities.
理由の型：形容詞を変えて影響の性質を具体化する
First, the closure of local stores can have a lasting impact on employment, since many residents lose stable jobs.
lasting（長く続く）、direct（直接の）、long-term（長期的な）など、形容詞を選ぶことで理由ごとに違う種類の影響を描き分けられます。毎回 big impact と書くより、ずっと説得力が増します。
結論の型：影響の大きさを比べて締める
Although online shopping is convenient, its impact on local communities is too significant to ignore.
結論では動詞句ではなく名詞 impact を主語にした形に変えると、序論と同じ表現のくり返しを避けられます。名詞としての使い方は impact の項目も参考になります。

influence は Advertising influences what children want to buy. のように、人の考えや選択に働きかけるときに向いています。一方、have an impact on は経済・環境・雇用のような大きな対象との相性がよく、要約で社会問題を扱う準1級の文章によく合います。また、影響の対象を書かずに The new rule had an impact. で文を止めると、何に影響したのかがわからなくなります。on 以下まで書くのが基本です。
4. 日本人が間違えやすい点
(1) 冠詞を落とす
Technology has big impact on education. → Technology has a big impact on education.
この表現の impact は可算名詞として扱い、a / an を付けます。形容詞を入れたときに冠詞を落としやすいので、a ＋ 形容詞 ＋ impact の順を意識します。
(2) impact を動詞として使い、on を残す
The policy impacted on many families. → The policy had an impact on many families.
impact を動詞として使う言い方（impact on を含む）も見られますが、書き方が揺れやすく、硬い文章では好まれないこともあります。試験の英文では have an impact on か、動詞1語の affect に統一するほうが安全です。
(3) 良い影響に悪い意味の形容詞を組み合わせる
Exercise has a serious impact on mental health. → Exercise has a positive impact on mental health.
serious や severe は悪い影響に使う形容詞です。良い影響を述べるなら positive や beneficial を選びます。形容詞の向きが合っていないと、主張と逆の意味に読まれるおそれがあります。

空所に入る語を答えてください。Reading to young children every day can have a ___ impact on their language development.（良い影響）
答えと解説
正解は positive（または beneficial）です。冠詞 a のあとに子音で始まる形容詞が来るので a のままで正しく、形容詞なしなら an impact になります。
問2（言い換え）
have an impact on を使って書き換えてください。Plastic waste in the sea is hurting fish and seabirds very much.
答えと解説
解答例は Plastic waste in the ocean is having a devastating impact on marine life. です。hurting ... very much を a devastating impact に、fish and seabirds を marine life にまとめています。悪影響をさらに「悪化させる」と言いたい場合は、1級の exacerbate が使えます。
原文の affect や change を見つけたら、形容詞を添えた have an impact on で要約してみてください。
